Kenai Peninsula Borough (KPB)
Floodplain & CoastalOutside incorporated city limits (Soldotna, Kenai, Homer, Seward), the Kenai Peninsula Borough does NOT require a general residential building permit. However, parcels must comply with KPB river habitat protection setback ordinances (50-ft anadromous stream buffers), floodplain development permits, and Alaska DEC septic approval.
Mat-Su Borough (MSB)
Driveway & DEC SepticSimilar to KPB, most unincorporated land across the Mat-Su Borough does not require residential building plan review (except inside Palmer or Wasilla city limits). You will need an approved Borough Driveway Permit, State DEC Onsite Wastewater approval, and compliance with setback minimums.
Municipality of Anchorage (MOA)

Unorganized Borough (Bush Alaska)
Unrestricted LandFor parcels in unorganized territories without municipal borough government, there are no borough building permits or structural code inspections. You are solely responsible for sound engineering, well water testing, and DEC septic compliance.
